Prof. Ashoka Chandra headed the entire Technical Education system in the country, including IITs, IIMs, Technological Universities, all Engineering Colleges and Polytechnics, Institutions of Management Education, Pharmacy, Planning and Architecture and Applied Arts for over a decade. He was also responsible for setting up the statutory All India Council for Technical Education.
Prof. Ashoka Chandra has held many international responsibilities and has long involvement in international cooperation both bilateral and multilateral. Prof. Chandra has taught/worked at many Indian and foreign institutions and universities including Cornell University and Brookhaven National Laboratory in the USA.
He was founding Director of the Indian Institute of Management, Lucknow. He was chosen for Distinguished Professorship and ONGC Chair in Technology Management.
He Chaired the Knowledge Initiative of the Ministry of Communication and Information Technology, and guided a large research programme involving some IITs, NPC, and IMI in the area of Knowledge Economy.
Prof Chandra has been conferred a number of national awards. Prof. Chandra has over 100 publications, including several books. He has been consultant to many international agencies throughout the world including ADB, ILO, UNESCO, UNESCAP, CFTC, World Bank, and the ASEAN, and has led many international teams.
For the last 9 years Prof Chandra has been Chairman of the Research Council of NISTADS, besides Chairmanship of several other academic organisations.
Abstract of Key Note Address at NESID Summit By Prof Ashoka Chandra
The presentation explores the meaning and various dimensions of Development. It argues that in the ultimate sense Development is for people. Thus human Development is at the core of Development.
It touches on the policy formulation process and highlights the criticality of stake holder participation in all stages of formulation, planning, implementation and monitoring. It goes on to suggest that resource constraints for development sectors is more a reflection of misallocation of priorities than a real binding shortage of resources. There is a case for stronger advocacy effort for these sectors.
